Description

 

The West Monroe Highway Department is primarily responsible for the care, maintenance, and safety of all town-owned roads, bridges, and adjacent infrastructure. Governed under New York State Highway Law, specifically Section 140, the department operates under an elected or appointed Highway Superintendent. 

The primary duties of the department are divided into distinct seasonal and administrative functions: 

Seasonal Road Maintenance

  • Winter Operations: Plowing snow, sanding or salting roadways, and clearing sudden winter obstructions to keep roads passable.
  • Pavement Preservation: Repairing potholes, street sweeping, resurfacing asphalt, chip-sealing, and paving town roadways.
  • Debris & Hazards: Clearing loose stones from paths, removing roadside debris, and clearing downed trees or hazardous vegetation

Right-of-Way & Drainage Management

  • Stormwater Control: Cleaning and digging roadside drainage ditches to prevent pooling water.
  • Infrastructure Repair: Installing, flushing, and replacing culverts and catch basins to route water safely.
  • Vegetation Control: Mowing grass along road shoulders and cutting back briers, brush, and noxious weeds.

Traffic Control & Infrastructure Safety

  • Signage: Fabricating, installing, repairing, and replacing street name signs, speed limit indicators, and traffic control signs.
  • Bridge Maintenance: Inspecting, structural cleaning, and repairing town-owned bridges and sluices.
  • Safety Inspections: Conducting mandatory twice-yearly physical inspections of all town roads and bridges (traditionally in April and October).

Equipment & Administration

  • Fleet Management: Maintaining, repairing, and servicing the town's heavy equipment, dump trucks, and snowplows.
  • Personnel Management: Hiring and supervising the highway department labor crew within limits set by the town board budget.
  • Reporting & Compliance: Keeping accurate mileage charts of paved versus unpaved town roads and submitting an annual inventory of all tools and machinery to the town board.
